Adobe Dreamweaver CS3 is a very good tool for creating webpage i have found it indispensable when building a website it is one of the easiest and most feature packed programs i have come across. although dreamweaver is meant to be advanced i have found it exceedingly easy to use especially since the templates that come with the software are so easily edited and look very professional. i would recommend this program to anyone (well anyone i like) although this program is priced very highly i would say it was worth every penny even for newbies. oh and before i forget there are also very infomative user help guides aswell they are very helpfull. so heres the links:
